In a major relief to the people, the central government has now abolished the requirement of Aadhaar number in registration of birth and death certificates. Earlier the order not to issue certificate without Aadhaar card was announced which has been changed. The Office of the Registrar General (RGI) on behalf of the Government has been authorized to perform Aadhaar authentication during registration of births and deaths in the country.
According to reports, the Ministry of Electronics and Information Technology (MEiTY) has allowed RGI to use the Aadhaar database for identity verification in the birth and death registration process, according to a notification issued on Tuesday 27 June 2023. It, however, added that registrars appointed under the Registration of Births and Deaths Act, 1969 will be given an option of yes or no on a voluntary basis to verify the Aadhaar number collected along with other details sought in the reporting form. So now you can easily do this without Aadhaar card.
Guidelines have to be followed
State governments and union territories will follow the guidelines laid down by the Ministry of Electronics and Information Technology regarding the use of administrative Aadhaar verification, the notification said. As per the norms, state governments wishing to use Aadhaar verification in this regard will prepare a proposal to justify it and place it before the central government with reference to the Unique Identification Authority of India (UIDAI).

It said that the central government may approve Aadhar Card News verification or certification by requesting organizations to prevent wastage of public money and promote ease of living for good governance.
Identification required upon birth of new child
According to the guidelines issued by the government, in case of birth of a new child, it is necessary to provide the identity of the parents and the informant. This arrangement on behalf of the Center is for the purpose of establishing the identity of the parents of the child and the informant at the time of birth in case of birth or death. While in case of death the identity of parent, spouse and informant is implemented for establishment purpose .
